This worker figures that laying down means he will be less
likely to fall. He is probably right but he could have fell off
the ladder to get to where he is and by law he requires edge
protection on that front edge.
If he were to fall back, the drop is about 3m / 10 ft, if he
falls over the front edge he has 5 floors before he hits the
